Iowa Auditor of State and Democratic gubernatorial nominee Rob Sand released his report on Greene County for Fiscal Year (FY) 2025, highlighting increases in both revenue and expenses from the previous year. Greene County’s revenue surpassed $22.5 million for the year ending June 30, 2025, up 23.3% from the prior year. Greene County’s FY 2025 operating expenses totaled $17.7 million, up 41.2% from the prior year. According to the auditor’s office, revenue increased mainly because of contributions from the Iowa Department of Transportation (DOT) for road projects and higher property tax collections. Sand’s office says the expense increase is largely due to a higher compensated absences liability, higher pension-related expenses, and increased expenses for repair projects and road maintenance. Roads and transportation expenses accounted for about $3.17 million, or 66.7% of the county’s $5.1 million year-over-year expenditure increase. Sand’s findings also included a lack of segregation of duties, material capital asset additions not properly recorded in the county’s financial statements, and bank reconciliations not properly prepared by the Greene County Sheriff’s Office and the 911 Board.
