Monday’s agenda for the Carroll City Council includes the oath of office for the police department’s newest officer. The council convenes at 5:15 p.m. on Aug. 10 at Carroll City Hall, and the very first item of business will be the swearing-in of Officer Samuel Barber. City Manager Aaron Kooiker says he and Chief Brad Burke are looking forward to fitting him into the schedule. Barber still needs to earn his Iowa Law Enforcement Academy (ILEA) certification, and the city is opting to send him to the shorter eight-week academy, which he is eligible for due to his prior education and experience. According to Kooiker, the council will also consider the second reading of proposed parking restrictions on Quint Avenue near the intersection of 10th Street. The ordinance will prohibit parking on both sides of the road to the north of the intersection to improve visibility. As of the end of last week, officials had not received any commentary, for or against the limitations. The council will then schedule a public hearing on an easement request from Kuemper Catholic for their proposed skywalk over Bluff Street, which is expected to be approved. Kooiker says the council will then host what should be the final public hearing on the Ziegler CAT development agreement.
That agreement has the city providing $1.1 million in financing to Ziegler for the construction of water and sewer infrastructure to the property’s western edge, to be repaid over 11 years through tax increment financing (TIF) and loan repayments totaling approximately $100,000 per year. Near the end of Monday’s meeting, the council will host a closed session under Iowa Code 21.5(1)(c), “to discuss strategy with counsel in matters that are presently in litigation or where litigation is imminent where its disclosure would be likely to prejudice or disadvantage the position of the governmental body in that litigation.” The agenda does list potential action on a tentative settlement agreement upon the council’s return to open session. Monday’s meeting is open to the public, except for the scheduled closed session, and will be live-streamed on the city’s YouTube channel.
