According to an agreement with the developer, Thirty Love, LLC, the site will be the future home of a 25,000 sq. ft. retail store to be leased to TJ Maxx for at least 10 years. Thirty Love, LLC, will receive a $250,000 each year through Local Option Sales Tax (LOST) as an economic development incentive grant. City staff are recommending that the council waive the required third readings, assuming the second readings are approved on Monday night, and adopt the ordinances to avoid further delaying the project’s timeline. The building is expected to be constructed by the end of 2027. The council will then review bids for the issuance of $9,465,000 in capital loan notes to help fund multi-departmental projects, including a new water tanker fire truck, the wastewater system improvements, the 12th Street reconstruction, the northwest pressure zone, and Highway 30 traffic signal replacement. The bonds, if issued, are scheduled to be repaid over a 20-year span. The final item of business is the approval of the Carroll County Hazard Mitigation Plan, prepared by the Region XII Council of Governments. These plans are typically updated on a five-year cycle and ensure protocols are in place in the event of natural disasters.
