Carroll City Council To Consider Ziegler Agreement, Short Delay To Westfield MarMaxx Development At Next Week’s Meeting

The Carroll City Council is moving its regularly scheduled meeting next week to Tuesday due to the Memorial Day holiday. City officials will still convene at 5:15 p.m. at Carroll City Hall, just a day later than usual. The council will welcome representatives from the Carroll Community School District (CCSD) and the Carroll Police Department to discuss the school resource officer (SRO) program, which is now finishing its first year. City Manager Kooiker says feedback from all parties involved has been overwhelmingly positive.

The council will then proceed to the final reading of the ordinance creating the Golfview Urban Renewal Area. The council has already approved the development agreement with Kerkhoff Kraftsmen Inc., but Kooiker says these are the steps that allow the city to collect tax increment to repay its infrastructure investment.

Economic development procedures also make up the next several agenda items. The public hearing for the proposed development agreement with Ziegler Equipment is scheduled for Tuesday’s meeting. The city is proposing a 20-year forgivable loan of up to $1.1 million to reimburse the company for the cost of installing infrastructure. Ziegler will build an equipment facility assessed at at least $5.5 million, creating at least six full-time equivalent positions.

The council will consider approval of the agreement following the public hearing. The Westfield Urban Renewal Plan, which is expected to be the future site of a MarMaxx retail location that operates T.J. Maxx and Marshalls stores, is being delayed. Kooiker says the public hearing for the project, led by Thirty Love LLC, needs to be postponed to allow negotiations between the developer and MarMaxx to be finalized. Two other public hearings are on Tuesday’s agenda: one on an easement request from Alliant Energy for gas pipeline work at the intersection of U.S. Hwy 30 and Grant Road, and the other for a routine Fiscal Year (FY) 2027 budget amendment. Tuesday’s meeting is open to the public and will be live-streamed via the city’s YouTube channel. Links to the agenda and video are included below.
