Phase 11 Streetscape, Rec Center Bids, And Train Horn Mitigation Back On The Agenda For Monday’s Carroll City Council Meeting

The Carroll City Council will review bids for the proposed Carroll Rec Center improvement project, consider moving forward with the final phase of the Downtown Streetscape Project, and more at tomorrow’s (Monday) meeting. One of the first items of business is formal council approval of the hire of Dan Hannasch as Carroll’s next fire chief. His first official day with the city is July 11, and he will be replacing Greg Schreck, who is retiring next month after a 40-year career with the Carroll Fire Department. City Manager Mike Pogge-Weaver says the council will continue a discussion from their previous meeting concerning the end of the Downtown Streetscape project.

Phase 11 includes sidewalk connectivity, lighting updates, and landscaping improvements with an estimated cost of $1.6 million. Last week, the city received bids for locker room reconstruction, HVAC upgrades, and an added wet classroom at the Rec Center. Only one bid was received from Badding Construction. It included three alternates: a raised walking track for the gym, ADA-accessibility improvements, and the west fitness room remodel. The estimated cost of the base bid plus alternates was $5.9 million. Pogge-Weaver says the base bid was about $13,000 under estimate, but the walking track, ADA-compliance updates, and fitness room remodel all came in over.

Badding’s base bid with alternates totals $6.57 million, or about 11.4 percent over the initially estimated construction cost. Including design expenses, construction contingencies, and other factors, the Rec Center project will likely cost $7.68 million if the council accepts the bid. Pogge-Weaver says the Union Pacific Train Horn Quiet Zone issue is also on Monday’s agenda.

Other items on Monday’s agenda include change orders to the city’s street maintenance facility, a professional services agreement with JEO Consulting for golf course well improvements, and wastewater permits.
