Public Hearings For Annexation, Rec Center Plans, And FY22 Budget Amendment On The Agenda For Monday’s Carroll City Council Meeting

The Carroll City Council is scheduled to convene on Monday evening for its final meeting in May. The proceedings will get underway at 5:15 p.m. at Carroll City Hall, and the first item of business for officials is a resolution opposing the Iowa Economic Development Authority’s (IEDA) decision to eliminate the Community Development Block Grant (CDBG) owner-occupied rehabilitation and down-payment assistance programs for communities throughout Iowa. According to City Manager, Mike Pogge-Weaver, this federal program is administered by the State of Iowa and has been a much-needed boost for Carroll and nearby communities in their effort to maintain the aging housing stock.

Also on the agenda is the second reading of a new ordinance establishing a $0.08 per square foot sewer connection charge for facilities in the U.S. Highway 30 corridor on the east edge of town. The council approved the first reading earlier this month, but officials declined to waive the second and third readings to allow time for public input. Also related to the sewer ordinance is a public hearing on the annexation of the James and Amanda Rezac property in the same area. A resolution approving the annexation follows the hearing. Pogge-Weaver says the council will immediately open another public hearing on the plans, specifications, form of contract, and cost estimate for the scaled-back improvements proposed at the Carroll Recreation Center.

The plans include three add alternates: a raised walking track for $2.2 million, an ADA-compliant ramp for $25,000, and a multi-purpose room for $270,000. With all alternates included, the estimated project cost is $5.9 million. Earlier this year, bids for an earlier proposal came in $1.2 million over the originally estimated $6.7 million construction cost. The council cut aspects of the project out, leaving a total estimate of $5.9 million with all alternates included. Officials then turn their attention to city staffing updates through a classification and compensation study contract.

Other items on the Monday, May 23 agenda include discussion on new Timberline Road parking restrictions, a follow-up work session to an October report on the feasibility of train-horn mitigation, and a Fiscal Year 2022 budget amendment public hearing.
