A Carroll man accused of drug trafficking has pled guilty to the felony charge filed against him in District Court for Carroll County. According to court records, 49-year-old Chad Michael Hess submitted his written guilty plea Monday to one count of delivery of a controlled substance, a class C felony. In exchange for the plea, prosecutors have agreed to withdraw second-offense and habitual offender enhancements for the sentencing. An affidavit from the Coon Rapids Police Department alleges Hess sold approximately 1.5 grams of methamphetamine during a controlled buy on Aug. 22, 2019 in Coon Rapids. A hearing to accept the plea has been scheduled for Oct. 19. A class C felony carries a maximum penalty of up to 10 years in prison and $10,000 in fines.
