The Carroll City Council will continue to use virtual platforms to meet on Monday, April 27. The public is encouraged to attend and details on how to do so is available below. The council will discuss the annual health insurance renewal for employees. City Manager, Mike Pogge-Weaver, says staff is proposing some changes to their partially self-insured plan to offset a minor rate increase.
They will hold a public hearing on a routine budget amendment for Fiscal Year (FY) 2020 and then move into bid openings on three different projects. First on the agenda is the replacement of a failed well in Rolling Hills.
The one bid from Sargent Drilling of Carroll was $568,790, bringing the total project cost to nearly $695,000. The second bid opening is for the water distribution main work throughout Carroll.
King Construction of Wall Lake was the sole bidder at $797,071 on the estimated $933,571 project. Pogge-Weaver says it is not unusual, but is frustrating to receive only one bid. The council had bid water main work last fiscal year but it came in quite a bit over the engineer’s estimate. They delayed until this year, thinking a bigger project would draw more interest. The final bid opening is for the removal of asbestos at the former City Apartments on North Main. Pogge-Weaver says they were actually pretty happy with the low bid of the five they received of $57,777 from ECCO Midwest of Cedar Rapids. The city had been working on a grant to cover a portion of the removal, but have determined the cost to pursue it could outweigh any benefit.
