Third Street Storm Sewer Project Comes In Over Engineer Estimates

On Tuesday, June 7, the City of Carroll opened bids from three companies for the Third Street storm sewer improvements. The bids were split into groups A and B to address the work that needed to be done on the West Basin, from Adams Street to Highway 71, and the East Basin, from Court Street to East Street and then north across the Union Pacific tracks. Director of Public Works, Randy Krauel, said bids came in over the engineer estimates.

The second portion, the east end, was also over the engineer estimates. Krauel said this area historically has the most property damage and is of a higher priority. The bids, however, were very widespread, with nearly $86,400 difference between the highest and lowest. One of the funding options available to the city is to award one of the bids and hold the other until next year, but Krauel said it is not typical to see construction costs go down.

Krauel added the funding sources identified for the project would provide enough money to do either one of the projects at this time, but not both. If they chose to do both this year, the city could bond for the difference of approximately $850,000. City Clerk, Laura Schaefer, said the council has the option to add this to funding that has already been approved for fiscal year 2017, which starts July 1.

The city council approved feathering the funding into their current issuance and awarded the bids to King Contracting of Wall Lake for the West Basin at $1,368,237.55 and to Rognes Corporation of Ankeny for the East Basin at $850,833.90.
