A Playground For All And High-End Construction Projects On The Slate For Monday’s Carroll City Council Meeting

Monday’s Carroll City Council meeting will bring to the table no less than two projects benefitting multiple segments of the population. One of these is a preview of the design for Kellan’s Kingdom and the anticipated future Miracle League Field at Northeast Park. City Manager, Mike Pogge-Weaver, says it all starts with a bid opening for the playground equipment and solid surfacing, and he anticipates they will also be able to review an overall layout for the park itself.

The other project will be working to fill a housing gap in the Carroll market with a proposed apartment complex in the east portion of Carroll. Pogge-Weaver says Carroll Park Apartments Development is seeking a Tax Increment Financing (TIF) rebate for public improvements.

The units are expected to rent for about $950 to $1,000 per month and include higher-end finishes. It is estimated the apartments alone will cost about $6 million to build, not including the duplexes. They are asking the city to develop the TIF District to help pay for the public infrastructure needed to serve that development. There is no action to be taken on Monday night, but council members will be introduced to this estimated $493,000 infrastructure cost. The council will also hold a public hearing on the pickleball courts at Northwest Park, presenting the plans, specifications and an estimate of costs. Pogge-Weaver says that some soil issues that need to be remediated have driven up the estimate to $225,000. The meeting will begin promptly at 5:15 p.m. Monday night in the second-floor council chambers at City Hall. The public is encouraged to attend.
