The Iowa Department of Natural Resources (DNR) recently reported they have issued an administrative order on a Sac City man for noncompliance with the state’s manure management plan requirements. The order says that Michael Macumber will be required to pay a $10,000 fine, to immediately submit a complete and accurate manure management plan and to pay overdue fees. DNR authorities say Macumber purchased the two confinement buildings with under-building manure storage pits in 2011 and submitted the required paperwork for that purchase. But Macumber did not submit an annual update or the necessary fees for 2012-13, or any year since. They have been attempting to contact him by letter and by telephone to no avail. The administrative order says Macumber saved an estimated $500 by not hiring a consultant to complete the required phosphorous index as well as an economic benefit for delaying payment of the annual fees for six years. The two buildings house a total of 3,600 head of butcher swine, each weighing over 55 pounds.
