Carroll City Council Submits Questions on Library And City Hall Project

Following the last meeting of the Carroll City Council on Monday, March 13, council members were presented a letter from OPN Architects regarding questions on the Carroll Public Library and city hall projects. OPN asked that any questions council members would like answered be submitted to them following last night’s (Monday) meeting. Director of Public Works, Randy Krauel, reported on the questions received to date.

Mayor, Dr. Eric Jensen, explained that he has brought forward the question about value engineering based on a similar situation that is happening in his work life.

Jerry Fleshner asked other council members to consider including another question. He had gone back to the previous referendum on the lazy river voting statistics.

Fleshner made it clear this was not an intent to change Concept A, which the council had already selected, but a means to find out what needs the voting members are wanting to see met. Both Misty Boes and Mike Kots said the younger people, whose children heavily utilize the services at the library, need to be turning out to vote as well. City Manager, Mike Pogge-Weaver, asked the council to consider the square footage aspect yet again.

He added the Library Foundation and the Library Board of Trustees have identified a need for 18,000 square feet, but that is still a decision that needs to be made by the council. The questions raised will now be forwarded to OPN and will be brought back to the next scheduled council meeting on Monday, April 10.

Questions submitted to OPN:

Jerry Fleshner Question: In a recent referendum vote on the lazy river, registered voters 65  and older were about nine times more likely to cast a vote than voters 34 and under. Keeping this in mind and considering your past experience with library projects, what can you offer or build into this project that will appeal to the likely voters?
