Unmanned drones have seen a jump in popularity with the public over the past several years and the Carroll Community School District (CCSD) Board of Education is in the process of updating school policy in regard to their operation. At Monday’s meeting, the board followed up with their second reading of the policy change that prohibits the use of unmanned aircraft on district property or in the airspace above the property that can be reasonably included. The superintendent may make an exception to the policy, but the drone operators must supply proof of insurance, prove proper registration with the Federal Aviation Administration, sign an agreement releasing the district from claims of harm or damage and meet additional requirements deemed appropriate by the district. Unmanned aircraft must be operated in accordance with Iowa High School Athletic Association and Iowa Girls High School Athletic Union policy during sporting events. Unmanned aircraft are described as an aircraft that is operated without the possibility of direct human intervention from within or on the aircraft.
