CCSD Superintendent, Rob Cordes, Explains How PPEL Vote Affects District

The vote to approve the Physical Plant and Equipment Levy (PPEL) of 67 cent per $1,000 of taxable property valuation for the proposed $6.2 million reconstruction of the Carroll Athletic Stadium is set for Feb. 7, 2017, and many are wondering exactly how this vote will affect taxes in the district. PPEL dollars come from a portion of home values, and CCSD Superintendent, Rob Cordes, says the taxable value of a home is very different from its assessed value.

According to Cordes, the rollback for residential homes is about 57 percent. To figure the tax impact on a particular home, Cordes says you need to incorporate that rollback into the calculations.

This is a quick way for residential property owners to determine how the PPEL will affect the taxes on their home. The perceived high cost of the stadium is another concern for voters, but Cordes says the costs will not get lower over time, and the current stadium will not remain useable forever.

In the event the Voter-Approved PPEL does not pass, he says spring of 2017 will likely be the last time the district uses the track at the facility because of its current state of disrepair and will need replaced regardless. Funding for the stadium is to come from $1 million the district has contributed towards the cost and loans for the remaining amount against future revenue from the proposed PPEL.
